Coimbatore City is second largest city in Tamil Nadu state and a nationally important centre for economic activity. In the last two years, it is witnessing major developments and has the scope for further and rapid economic growth. In view of this growth, we, the residents of this City, appeal to the Govt of Tamil Nadu to consider the following submissions and take appropriate actions, so that Coimbatore City and the contiguous urban areas are developed in an orderly manner, to making Coimbatore comfortable and affordable to all sections of its present and future residents. |

Coimbatore Urban Area Development Authority: A statutory body may be constituted for the planning, development and management of the Coimbatore Urban Area in the lines of Chennai Metropolitan Development Authority. |

An expert committee be constituted to study the present traffic pattern, and the future needs, and prepare a plan for smooth traffic flow and for removal of bottlenecks and the plan should be implemented on a time-bound basis.

Development of Satellite townships for reducing congestion in the city.

The Master Plan already approved for the City must be implemented, and in particular, the Scheme Roads under this Plan be marked and laid.

Specific areas are to be designated for group-houses, multi-storeyed apartment buildings, and commercial complexes and such buildings should be permitted only in such designated areas where all basic infrastructures are adequate.

An integrated and safe plan [including construction of protective walls with the use of Solid Waste Management techniques] for dumping the debris, garbage and effluents generated by the city, should be developed and activated, so that those living near the dump yards are not exposed to health hazards (For example, Vellalore).

Running commercial establishments and building commercial complexes in residential areas must not be allowed.
|
 |
|
 |
 |
We understand that all the above will take some time. Therefore, we request that the following steps, which don't call for outlay of funds may be implemented on urgent basis, with respect to building norms for multi-storeyed apartments, Group Houses and Commercial Complexes.

The Development Control Rules applicable to Chennai Metropolitan Planning Area must be made applicable to Coimbatore Urban Area with the modifications contained in this appeal. |

The minimum width of the access roads and the road abutting the building (to accommodate pavements, parking, trees and growth in traffic) and the free space on all the sides of the building should be prescribed as follows, proportionate to the height of the building: |

In each building, there must be space for parking visitors' vehicles, designated as such and visitors should not be forced to park vehicles in public roads causing inconvenience to neighbours and obstructing the flow of traffic. One parking space (17.5 sq.m.) should be provided, for every 200 sq.m. of building space in residential buildings and 3 8sq. m. of building space in commercial buildings. |

In buildings that are being built / to be built, if there is any contravention of the approved plan, the deviations should not be condoned /approved, but should be asked to be removed.

Further approval to such buildings should not be given where there is no underground drainage system in operation, in view of the large effluents generated by them.

|
Water connections to such buildings should be only from the main water lines and not from street lines.
|
 |
|
|
